Radovan Stojanovic was born in Berane, Montenegro, Yugoslavia, in 1965 from father Dmitar and mother Ljubica, . He received Dipl. Ing. and Mr. Ing. in Electrical Engineering from University of Montenegro and PhD in Electrical Engineering and Computer Technology from University of Patras, Greece in 1990 , 1994 and 2001 respectively. From 1990 to 1997 he worked at Faculty of Electrical Engineering, University of Montenegro, as a teaching assistant and lecturer. In 1997 he was awarded with Greek National Scholarship (IKY) and moved to the Department of Electrical Engineering and Computer Technology of University of Patras, Greece, where obtained his PhD from the field of Machine Vision. He continued to work for Industrial System Institute (ISI), Patras, Greece as a leader of Machine Vision Group till 2003,  when returned to University of Montenegro where was appointed to the positions of assistant, associate and full professor in Electronics and ICT, 2002, 2008 and 2013 respectively.

 He spent study and research periods at several EU and oversees universities and institutes as: University of Liverpool, Wroclaw Politechnic University, National Technical University of Athens, La Sapienza – Roma, University of L'Aquila, University of West Bohemia, Universitat Graz, University of Maribor, Eindhoven Technical University, Slovak Technical University, TianJin University - Kina, Graphitech – Trento, EMESCO – TelAviv, Tampere Technological University, University Pierre and Marie Curie, Paris, EU Joint Research Centre-Ispra, Univesristy of Belgrade, University of Novi Sad, University of Kragujevcu, University of Banja Luka, University of Belgrade etc.

 He is an author/coauthor of more than 180 publications in international journals and conference proceedings, cited more than 190 times according to the SCOPUS and more than 500 times according to the Google Scholar. He coordinated or sub-coordinated 4 TEMPUS, 2 NATO, 1 FP6, 1 FP7, 1 WUS and 1 World Bank projects as well as 4 Bilateral and 5 National projects.  He was/is nominated as an expert in EACEA (Education, Audiovisual and Culture Executive Agency), EURAMET (European Association of Metrology Institutes) and Fund for Innovations and Technology Development of Republic of Macedonia. He is a member of scientific committees of numerous conferences and journals and serves as a reviewer in highly recognized journals from his field of interest.

 He is a member of the Board of Montenegrin Academy of Science for Natural and Technical Sciences, Think Tank Team of the Ministry of Science of Montenegro, Senate of University of Montenegro, Board of Doctoral Studies at University of Montenegro, representative of Montenegro in H2020-ICT Committee as well as a President and establisher of the Montenegrin Association of New Technologies (MANT), and the establisher and Chairman of the Mediterranean conference on embedded systems (MECO) and vice-chairmen of EUROMICRO/IEEE Workshop on Embedded and Cyber-Physical Systems (ECYPS).  Also, he is Montenegrin Director of EUROMICRO.

In Montenegro he established Centre for Applied Electronics, 2003, Centre for Biomedical Engineering (BioEMIS), 2014, Centre for Simulation of Disasters (GEPSUS), 2014, Laboratory for Medical Electronics (MEDEL)

 In addition, his professional activities include the introduction of new technologies, advancement of science and education values in the Western Balkan Region, where he helped in establishing of several research and educational institutions, spin-off companies, associations and professional and academic events.

 He was very active in social life of Montenegro, and played an role in democratic movement in Montenegro in last 20 years.

 He has two sons Ivan and Matija and speaks Serbian, English, Greek and Russian languages.

Rodjen je u Ivangradu, danas Berane, 18. 11. 1965. godine, od oca Dmitra i majke Ljubice (rodjene Joksimovic), gdje je završio Osnovnu školu i Gimnaziju. Nosilac je diplome “Luca I” i velikog broja nagrada na takmicenjima “Nauka mladima” i “Tehnicko stvaralaštvo mladih”.

Godine 1984. upisuje Elektrotehnicki fakultet (ETF) Univerziteta Crne Gore i polazi na odsluženje vojnog roka. Diplomirao je 1990. godine i zasnovao radni odnos na Katedri za elektroniku i elektricna mjerenja, kao saradnik, a potom kao asistent pripravnik. Na istom fakultetu je magistrirao 1995. Godine i biran u zvanje asistenta.

Godine 1997. dobija stipendiju Grcke vlade (IKY) i  upisuje doktorske studije na Univerzitetu u Patrasu (University of Patras, Πανεπιστ?μιο Πατρ?ν), gdje doktorira, 2001. godine, sa temom “Development of machine vision methods for industrial inspection with emphasis in the automated wood inspection” pod mentorstvom Prof. Georgiosa Papadopoulosa. Od 2001. do 2003. godine radi kao stariji istraživac na Institutu za industrijske sisteme (Industrial System Institute – ISI, Patras, Grcka), gdje ucestvuje u više istraživackih i industrijskih projekata kao lider Grupe za mašinsku viziju (Machine Vision Group).

U zvanje docenta na Univerzitetu Crne Gore izabran je 2002. godine, vanrednog profesora 2008. i redovnog profesora 2013. godine

Rukovodio je sa 4 Tempus projekta, 2 NATO projekta, 1 FP6 i 1 FP7 projektom, 4 Bilateralna projekta, 5 Nacionalnih projekta i 1 WUS projektom, dok je u svojstvu saradnika ucestvovao u velikom broju istih. Nominovan je za eksperta Evropske Komisije u programima EACEA (Education, Audiovisual and Culture Executive Agency) i EURAMET (European Association of Metrology Institutes) kao i Makedonskog fonda za inovacije (Fund for Innovations and Technology Development). Clan je Think Tank tima Ministarstva nauke Crne Gore, Odbora za prirodne i tehnicke nauke CANU, Clan Borda direktora EUROMICRO, Clan Senata Univerziteta Crne Gore, Clan odbora za doktorske studije Univerziteta Crne Gore i Nacionalni predstavnik za program H2020-oblast ICT . Kao projektant i razvojni inženjer saradjivao je sa velikim brojem domacih i stranih kompanija i bio angažovan na rešavanju velikog broja inžinjerskih problema, strucnih revizija i razvijanju novih proizvoda.

Osnovao je Centar i Laboratoriju za primijenjenu elektroniku na ETFu, Centar za Biomedicinski inženjering (BioEMIS) u Beranama i Laboratoriju za medicinsku elektroniku na ETFu. Osmislio je veliki broj novih kurseva na ETFu kao i dva nastavna specijalisticka i magistarska modula. Jedan je od utemeljivaca GEPSUS (NATO) Centra na Univerzitetu Crne Gore i Ministarstvu odbrane. Jedan je od osnivaca Foruma univerzitetskih profesora i istraživaca (FUPI) i njegov dugogodišnji direktor. Predsjednik je i utemeljivac Crnogorske asocijacije za nove tehnologije (MANT).

Od njenog osnivanja predsjedavajuci je MECO konferencije, prve crnogorske konferencije koja je ušla u prestižni IEEE kalendar. Clan je više medjunarodnih profesionalnih udruženja, uredjivackih odbora medjunarodnih casopisa kao i velikog broja naucnih i programskih komiteta medjunarodnih konferencija, kongresa i seminara. Bio je predavac po pozivu na nekolio stranih univerzitata i instituta i presedavajuci strucnih sesija na velikom broju medjunarodnih i domacih naucnih skupova. Bio je mentor na nekoliko desetina magistarskih radova i preko 150 specijalistickih (dipl. ing.) teza.

Kao autor ili koautor objavio je preko 180 naucnih i strucnih radova na medjunarodnom i domacem nivou. Prema bazi SCOPUS citiran je više od 190 puta (bez autocitata), a prema Google Scholaru više od 500 puta. Autor je nekoliko univerzitatskih udžbenika, praktikuma i skripti.

Kao pobornik demokratije i akademskih sloboda, takodje, je bio aktivan od studentskih dana. U slobodnom vremenu bavi se sportskim aktivnostima i zdravim stilovima života kao. Otac je dva sina, Ivana i Matije. Govori engleski i grcki, a služi se ruskim jezikom.
